It is very rare for someone to need SCADA software. It tends to not be free. I know AB and Siemens will charge you for it. The company I worked for about 25 years ago charged for it. I have no links to offer you because I changed careers about 23 years ago. I no longer have any contacts.
If a web search for SCADA or “Supervisory Control” or “Data Acquisition” doesn’t turn up sites, I don’t know where to send you. But I know that kind of stuff is expensive to develop and therefore very much unlikely to be freely downloadable.
